Ohio KePRO, the Medicare Quality Improvement Organization (QIO) for Ohio, began a new three-year

contract with the Centers for Medicare & Medicaid Services on August 1, 2005. The contract, known as

the 8th Statement of Work (8 th SOW), delineates the responsibility of Ohio KePRO to work with a select

group of hospitals throughout the state on Systems Improvement and Organizational Culture

Change (SIOC) .

 

About the SIOC Project

  • Goal: The goal of the SIOC project is to support patient safety through the use of Healthcare
    Information Technology (HIT) for impact on system level quality improvements.
  • Approach: The approach is to work with senior leadership i.e. Chief Executive Officer (CEO),
    Chief Operating Officer (COO), Chief Information Officer (CIO) Chief Financial Officer (CFO),
    and the Board Of Directors to engage hospital leadership in using Computerized Physician
    Order Entry (CPOE), barcoding, or telehealth systems.

 

Ohio KePRO will provide technical support and help to develop the business case related to expenses,

cost and risk control through the use of health information technology (HIT). Specifically, Ohio KePRO

will help hospitals analyze and explore the use of CPOE, barcoding or telehealth systems to improve

patient safety (decrease medication errors, promote timely and appropriate care), and move toward

transformational change related to quality health care.

What Participation Involves

Hospitals will be asked to:

  • Engage senior leadership in planning for and adopting HIT
  • Form a multidisciplinary team for planning and implementating activities
  • Conduct team meetings on a regular basis
  • Develop an overall action plan and timeline
  • Share progress, barriers and successes
  • Meet with Ohio KePRO Project Leader once a month
  • Demonstrate commitment through signature of the CEO
  • Complete the appropriate technology survey as a baseline and a remeasurement for technology
    plan development and implementation

What Ohio KePRO will do for IPG Hospitals

  • Facilitate improvement on statewide goals (see below)
  • Facilitate utilization of the MedQIC web site ( www.MedQIC.org )
  • Provide:
    - Quarterly progress reports for hospitals
    - Resources and guidance as needed
    - Statewide teleconferences

Statewide Hospital Quality Improvement Goals

Ohio KePRO will work with all Ohio hospitals toward improvement in the following areas:

  • Increase the number of hospitals reporting the expanded set of twenty-two (22) quality measures
    for the Hospital Quality Alliance (HQA)
  • Increase the number of hospitals achieving a passing score (80% accuracy) on data validation
  • Improve performance measure results on SCIP-1, prophylactic antibiotic received within one hour
    of surgical incision
  • Increase the number of critical access reporting hospitals by fifty percent (50%)
